Can You Drink on the Street in Helen? Open Containers, Tubing and the Festhalle

Quick answer

No. Helen bans open containers of alcohol on public streets and public property under City Ordinance 42-2, and it has no to-go cup district. Alcohol is also banned on the river while tubing, along with glass and coolers. Drink where you bought it: in the restaurant, the bar or, during Oktoberfest, inside the Festhalle, where IDs are checked for every age.

Helen looks like a town built for strolling with a beer. It is not. The city’s rules on alcohol in public are stricter than many visitors expect, and police enforce them.

On the street: no open containers

Helen prohibits open containers of alcohol on public rights-of-way and public property under City Ordinance 42-2. There is no entertainment district or to-go cup zone. The commission voted against allowing open containers on city streets in March 2018, and in October 2022 it let police cite the business that served a drink, as well as the customer, when a container leaves the premises.

In practice: finish your drink inside, and do not expect a bartender to hand you one for the walk.

On the river: no alcohol at all

Tubing is the other place visitors get caught out. Both outfitters post the City of Helen river rules: no alcohol, no glass and no coolers, with one plastic drink container of up to 32 ounces per tuber. Helen Tubing cites City Code 46-22, and Cool River says Helen police patrol the river.

At the Festhalle

During Oktoberfest the Festhalle serves beer and wine inside under the Chamber’s license. The Chamber says IDs are checked for every age at the door, and in 2025 it reported people trying to walk in with open containers from outside. Leave them in the car, or better, at home.

Wine and the valley

If a glass of wine is the point of the trip, Habersham Winery’s tasting room is in Nacoochee Village, about half a mile south of town. Plan a driver.
